11.         Our association is supposed to hold an Annual General Meeting (AGM) on a certain date. However, due to certain reasons such as the unavailability of the president, can the AGM be rescheduled to other dates?  

Yes it can, provided that the association writes in with strong and valid reasons why the AGM can not be held on that date for the consent from the SCO.
